Jorge Reis Novais is Associate Professor of Law at the Instituto de Ciências Jurídico-Políticas (ICJP) of the Faculty of Law of the University of Lisbon, where he completed his Doctorate. His undergraduate degree in Law is from the prestigious Faculty of Law of the University of Coimbra. His research interests lie above all in the fields of Constitutional Law, of Fundamental Rights, of Political Science and more specifically on the study of systems of government. He was an invited Professor of Universidade Nova de Lisboa, Universidade de Coimbra, Universidade Lusófona de Lisboa, Universidade Autónoma and Universidade Portucalense. Abroad, he taught at the Faculty of Law of Bissau, at the University Eduardo Mondlane and the University Agostinho Neto, having also been a Visiting Researcher at the Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht in Heidelberg. He was also an invited speaker at various faculties of Law in Brazil. Apart from his long career as a researcher and a professor since 1981, he was a member of the National Council of Ethics for Life Sciences, an advisor to Constitutional matters of the President Jorge Sampaio between 1996 and 2006 and of the Prime-Minister José Sócrates between 2006 and 2009. Among his publications we should highlight titles of great scientific as well as public impact such as the acclaimed Contributo para uma teoria do estado de direito, Separação de poderes e limites da competência legislativa da Assembleia da República and Os princípios constitucionais estruturantes da república portuguesa.
