Perfil Biográfico

Fernando Loureiro Bastos is Assistant Professor of Law at the Instituto de Ciências Jurídico-Políticas (ICJP) of the Faculty of Law of the University of Lisbon. He is currently an Associate Professor of the Institute for International and Comparative Law at the Faculty of Law of the University of Pretoria. He has specialized in International Law, European Law and Constitutional Law. Throughout his career, he has taken up several positions at the Bissau Faculty of Law and has lectured at the Faculty of Law of the University Eduardo Mondlane, at the University Agostinho Neto, at the Instituto Superior Técnico of Universidade Técnica de Lisboa, at the Instituto Nacional de Administração (INA), and at Universidade Lusíada. Apart from his activity as an academic, he was an advisor to the Secretário de Estado da Presidência do Conselho de Ministros in the X portuguese Government and a juridical advisor to the Secretário de Estado das Comunidades Portuguesas in the XI Portuguese government, among other highly ranked positions in the public office. He was also an Expert Consultant in Public Administration in the “Projecto de Reforma dos Órgãos Locais (PROL)” of the Ministério da Administração Estatal of Mozambique. He was an international advisor for the formation of police agents and of the armed forces in human rights set up by UNOGBIS (Bureau d’appui dês Nations Unies pour la consolidation de la paix) in Bissau. Amongst his other publications we should mention A União Europeia. His scientific output also includes articles such as «A União Europeia após o Tratado de Lisboa», «Perante uma “Constituição” será que ainda é possível continuar a falar em “tratado”?» and «Os limites ao poder constituinte. Algumas considerações sobre a feitura e a modificação de uma constituição de um Estado de Direito».
